Prohibited Businesses List

A merchant is not allowed to use PayRex services for the businesses and activities provided below. The list offers examples of prohibited categories, but this is not an exhaustive list.

  1. Merchants or beneficial owner(s)/principal(s) with adverse findings

  2. Adoption Agencies – For Profit

  3. Adult, Sexual oriented or pornographic products and services (all media types: internet, telephone, printed material, etc.) – including but not limited to:

    1. Adult books/Video stores

    2. Adult entertainment

    3. Any products on internet containing graphic or nude content

    4. Apparatus such as personal massagers/vibrators, sex toys and enhancements

    5. Audio (phone sex and adult phone conversation/text)

    6. Companion/Escort (sexually oriented) or prostitution services, Dating services

    7. Fetish products

    8. Gentleman’s clubs, Topless Bars, and Strip clubs

    9. Illegal activities (e.g. child pornography, bestiality, rape, violence)

    10. Images of non-consensual sexual behavior

    11. Massage parlors (sexually oriented)

    12. Memberships, clubs, subscriptions

    13. Modeling agencies

    14. Non-consensual sexual behavior

    15. Videotext

  4. Advanced payments greater than 1 year (any product or service)

  5. Affiliate marketing businesses

  6. Agent Banks

  7. Age verification services

  8. Aggregators/Consolidation businesses

  9. Animal breeding

  10. Any merchant operating outside the license area of PayRex and/or its affiliates

  11. Merchants with Authenticity disclaimers for items they sell

  12. Automated fuel dispensers

  13. Auto Title Lenders

  14. Bail Bonds

  15. Bandwidth or Data Transfer/allied services

  16. Bankruptcy lawyers

  17. Bearer Shares

  18. Bidding fee auctions including Penny auctions

  19. Brand or reputational damaging, potential or otherwise, activities including but not limited to occult materials, non-consensual mutilation of a person or body part

  20. Bulk marketing tools which includes email lists, software, or other products enabling unsolicited email messages (spam)

  21. Buyers clubs/Membership clubs

  22. Cash gifting

  23. Centralized reservation services

  24. Chain letters

  25. Payment facilitating service

  26. Child Support/Alimony

  27. Collection agencies engaged in the collection of:

    1. Debit consolidation, interest consolidation services or reduction services

    2. Funds/Loss recovery

    3. Mortgage/Loan modification

    4. Mortgage reduction services

    5. Payment of last resort where prior method of payment has been difficult to collect or has been uncollectible or deemed uncollectible by another merchant; or

    6. Payment for a dishonored check

    7. Recovering/Collecting past due

  28. Commodity exchange or dealers

  29. Commodity trading or Security trading (which includes stocks, bonds, mutual funds or related financial products or investments)

  30. Computer hardware and repair (home-based)

  31. Computer software sold via inaccurate advertisements

  32. Unauthorized sale of copyrighted media

  33. Unauthorized sale of copyrighted software

  34. Credit card protection or Identity theft service

  35. Credit counseling, Credit repair or Restoration services

  36. Crowd Sourced Fundraising for the purchase of stock or equity, a promise is made to deliver a good or service in the future, or there is little or no consideration in return for the payment or donation

  37. Publicly accessible Cyberlocker merchants (also known as file-sharing, file-hosting services, cloud-based storage services and online file-storage), including

    1. Archival file storage (for remote access)

    2. File transfer (facilitation of transfer or storage of large files)

    3. File-sharing (distribution of files via download or “streaming”)

  38. Debt elimination, Debt reduction or Debt consulting services, including mortgages

  39. Decryption, descrambler, and circumvention products and services including but not limited to:

    1. Cable TV descramblers and black boxes which includes devices intended to obtain cable and satellite signals for free

    2. Copyright unlocking devices which includes modification chips or other devices designed to circumvent copyright protection

    3. Game console circumvention devices

    4. HD DVD and Blu-ray disc decryption devices

    5. Jammers or devices that are designed to block, jam, or interfere with cellular and personal communication devices/signals (e.g. GPS)

  40. Direct Marketing

    1. Continuity or Subscription merchants including Lifetime subscriptions (any products or services)

    2. Inbound telemarketing including videotext services

    3. Travel related arrangement services

  41. Discount medical or dental plans including discount insurance

  42. Distressed property sales and/or marketing

  43. Door to door sales

  44. Drug test circumvention aids which includes drug cleansing shakes, urine test additives, and related items

  45. Endangered species (or any part or derivative thereof), which includes plants, animals, or other organisms in danger of extinction

  46. Essay mills/paper mills

  47. Fake references and other services/products that foster deception (including fake IDs and government documents)

  48. Financial transactions, including but not limited to:

    1. Cash advances (by non-financial institutions)

    2. Check cashing

    3. Currency exchange or dealer

    4. Foreign currency sales or exchange

    5. Money transfer businesses, wire transfers, money orders, and transmitters, including merchants required to be registered as money service businesses by the Bangko Sentral ng Pilipinas

    6. Provider or seller of prepaid access/stored value, including both open-loop and closed-loop exceeding $2,000 USD

    7. Quasi cash or stored value

    8. Traveler’s cheques

  49. Fly-by-night Freight Forwarders/Shipping or Forwarding Brokers

  50. Foreclosure protection/guarantees (including "how to" guides)

  51. Fulfillment Centers/Houses

  52. All forms of gambling activity in physical establishments and online including but not limited to:

    1. Betting

    2. Casino gaming

    3. Contests

    4. Fantasy sports

    5. Illegal gambling

    6. Internet gambling

    7. Internet gaming

    8. Legal gambling where the Cardholder is not present when the bet is made as well as for direct purchase of wagers/chips via payment card

    9. Lotteries

    10. Memberships/enrollment in online gambling sites

    11. Off Track Betting

    12. Online purchase of wagers/Poker Chips or gambling credits via payment card

    13. Poker (Inter-country) from a Legal and Regulated Casino based or operated from another jurisdiction

    14. Raffles

    15. Skill Games

    16. Sports Forecasting/Odds Making

    17. “Startup” online poker enterprises not affiliated or backed by an existing card present licensed gaming operator

    18. Sweepstakes

    19. Wagers at races

  53. Custom Golf Clubs/Accessories (online only)

  54. Goods or services that represent a violation of all applicable laws, statutes, or regulations

  55. Government grants

  56. Hacking and cracking materials which includes manuals, how-to guides, information, or equipment enabling illegal access to software, servers, websites, or other protected property

  57. High interest rate non-bank consumer lending including payday lending, unsecured and title loans

  58. High-risk products and services

  59. How to books, newsletters, subscriptions or online access for any industry shown on the prohibited list

  60. Human/Animal body parts, organs, remains, cells, tissues, etc. – live, cultured/preserved or from cadaver

  61. Illegal products and services which includes materials, products, or information promoting illegal goods or enabling illegal acts

    1. Amyl Nitrite inhalants

    2. Any service providing peripheral support of illegal activities (i.e. drugs)

    3. Bath salts (containing mephedrone, methylone or MDPV)

    4. Bootleg recordings

    5. Counterfeit, Imitation/Replicas or Knock-off items (of designer goods, items without a celebrity endorsement that would normally require such an association, fake autographs, counterfeit stamps, and other potentially unauthorized goods)

    6. Drugs and Paraphernalia

    7. Precursor or essential chemicals listed under the Dangerous Drugs Act and its amendments

    8. Embargoed goods from prohibited countries

    9. Ephedrine, Ephedra, and any extract of Ephedra

    10. Psilocybin Mushrooms and Spices

    11. Psychoactive herbal products

    12. Sale of prescription drugs unless done by legitimate pharmacies licensed by the Food and Drug Authority (FDA)

    13. Stolen or fenced property

    14. Substances designed to mimic illegal drugs and/or other psychoactive products (e.g. Apetamin, K2, salvia divinorum, magic mushrooms, nitrite inhalers, bath salts, synthetic cannabis, kratom, herbal smoking blends & herbal incense) – Non-pharmaceutical synthetic drugs

    15. Substances made to closely resemble or look like illegal substances

    16. Substances marketed as producing effects similar to effects of illegal substances

  62. Infomercial merchants

  63. In-house financing

  64. Investment or “Get Rich Quick” Merchants, Businesses, Programs or Opportunities

  65. Live animals or hides/skins/teeth, nails, and other parts

  66. The use of credit to pay for loan payments

  67. Mail order spouse and international match-making services

  68. Marijuana, marijuana products, marijuana services, and marijuana related businesses (medical or otherwise; including hemp)

  69. Marketing Activities involving “pay only for shipping” and/or “free trial” periods

  70. Massage Parlors, non-licensed

  71. Medical Devices (sold directly to consumers that require a license to obtain)

  72. Merchants engaged in Data Pass

  73. Merchants engaged in deceptive marketing practices

  74. Merchants engaged in unlicensed aggregation and factoring

  75. Merchants offering “rebates or refunds”

  76. Merchants that have ransom-like or extortion-like basis for their business model

  77. Merchants that use tactics to evade Card Scheme excessive chargeback or fraud monitoring programs

  78. Money laundering or the Financing of Terrorist Activities

  79. Negative option, renewal, or continuity subscription practices or any negative response marketing techniques by any type of merchant

  80. Offensive goods, crime which includes crime scene photos or items, such as personal belongings, associated with criminals

  81. Payment processors with transactional processing

  82. Personal enhancement products, supplements and/or nutraceuticals unless licensed by the FDA or has a permit to operate from the FDA

  83. Phone unlocking services and unlocked pre-owned cell phones

  84. Ponzi/Pyramid Schemes/Matrix sites or websites using a matrix scheme approach

  85. Products, services, or activities that are deceptive, unfair, predatory

  86. Products/services that defame or slander any person or groups of people based on race, ethnicity, national origin, religion, sex, or other factors

  87. Products/services that promote intolerance, hate, violence, harassment, or abuse

  88. Products that infringe on the intellectual property rights of others, including counterfeit goods or any product or service that infringes on the copyright, trademark, or trade secrets of any third party (any merchant)

  89. Products or services with unreasonable claims or guarantees

  90. Programs on how to apply for low interest credit cards

  91. Pseudo-Pharmaceuticals (excluding licensed Nutraceuticals and Supplements with a valid Certificate of Product Registration issued by the Food and Drug Authority), food products or other digestibles marketed via unsubstantiated and/or unlawful health or medical claims

  92. Psychic services

  93. Psychoactive substances

  94. Pyrotechnic devices and hazardous materials which includes fireworks and related goods; toxic, flammable, and radioactive materials and substances

  95. Radical groups of ideology

  96. Real Estate Flipping

  97. Regulated goods

  98. Religious associations not registered as a non-profit organization with the applicable government/regulatory entity

  99. Sales leads or lead generation

  100. Scrip-dispensing terminals accepting credit cards (any merchant)

  101. Selling or Resales of Social Media “click farms” (e.g. the sale of clicks/likes/reviews/endorsements) and other similar activity

  102. Shell banks (defined as a bank that does not maintain a physical presence in any country)

  103. Software/ Downloadable Software that are high risk for items such as Spyware/Malware

  104. Splitting transactions to circumvent account limitations/ Structuring Staged digital wallets

  105. Unauthorized streaming services

  106. Teeth whitening (Internet/MOTO)

  107. Telemarketing companies involved with the following methods of operations:

    1. Inbound telemarketing companies that receive calls as the result of post cards or similar mailings (as opposed to catalog or media advertising)

    2. Inbound Telemarketing with an Up-Sell

    3. Offering inducement to purchase their product or service

    4. Outbound Telemarketing

    5. Selling products/services as an agent for a third party

  108. Traffic devices, which includes radar detectors/jammers, license plate covers, traffic signal changers, and related products

  109. Unqualified Multi-level marketing companies

  110. Unregistered charities and nonprofits

  111. “Up-Sell” Merchants

  112. UseNet

  113. Virtual currency/cryptocurrency or credits that can be monetized, re-sold, or converted to physical or digital goods or services or otherwise exit the virtual world

  114. Voice process/knowledge process services

  115. Warranty companies and Extended warranty companies

  116. Weapons which includes firearms ammunition, knives, brass knuckles, gun parts and other armaments (includes life-like replica e.g. Airsoft)

  117. Web-based telephony/SMS/Text/Facsimile services

  118. Wholesale currency, which includes discounted currencies or currency exchanges

  119. Any other activity deemed by PayRex to be similar to those activities listed on the prohibited list
